No. 659EN LINE FAULT
MONITOR
GENERAL INFORMATION
The No. 659EN Line Fault Monitor is designed for connection across incoming
telephone lines on systems using telephone dialers (e.g., Nos. 6012 or 758) or
digital communicators (e.g., Nos. 669, 570, 678, 67dUL-3, O73UL-F, 693, 693EN,
S94EN), or Control/Communicators (such as Nos. 4150, 4160, 4160-12 or
4180-12). It will cause a signal to be generated if the telephone line between
dialer or communicator and the central station is cut or shorted, or if
incoming service is otherwise interrupted. The signal can be in the form of
sounding the on-premises protective system’s alarm bell (when the system is
ON), or the lighting of a trouble indication lamp on an accessory tester such
as the No. 664. A built-in delay of approximately 25 seconds prevents false
alarms in the event of momentary outages of telephone service.
Two No. 659ENs can also be used to control the selection of a trouble-free
telephone line when two telephone lines are connected to the dialer or
communicator via a No. 674 Select-A-Line. In the event that one of the lines
should fail for any reason, the No. 659EN will cause an alarm signal to be
sent to the central station over the functioning line to indicate that a
problem has occurred.
OPERATION
The No. 659EN operates from 6 to 14 VDC. This voltage may be taken from the power supply for the dialer or communicator or from a separate power supply.
Definition of Fault:
The No. 659EN will recognize a fault condition when the DC voltage between
tip: and ring (normally 48V) is less than 25 volts (approximately) and
handset/ communicator current is 10 mA (approximately) or less.
Under certain conditions, some types of handsets (those using electro-
mechanical bells) may prevent the voltage between tip and ring from rapidly
decreasing to 25 volts after a line is cut. For example, the Type 500
telephone handset, because of its 2 microfarad bell circuit capacitor, will
hold the tip-to-ring voltage above 25 volts for about 18 seconds, thus making
the line appear to be intact during this period. This time (approximately 18
seconds) will double if two handsets are on line, triple if three are used,
etc., before the line eut is detected and the 25 second delay is initiated.
If, however, the communicator is tripped subsequent to the line having been
cut, either of the following events will take place:
a. If line seize is used, the handsets will be disconnected by the line seize
relay.
b. If line seize is not used, the capacitor will be immediately discharged by
the communicator’s internal signaling resistance and the monitor will sense
the cut within its normal delay time after the communicator trip.
If it is desired that the monitor function without the extra delay (caused by
the bell circuit capacitors used in handsets with electro-mechanical bells),
it is recommended that: ae Electronic telephones which do not contain the
bell-ringing capacitors be used, or
b. Some handset bells be disabled, or Ce Some or all of the handsets be
disconnected when the system is armed, or
d. A separate phone line without handsets be used for alarm communication
only.
Output Relay:
Any fault condition which exists for a nominal 25 seconds will cause the relay
to be energized.
The energizing of the relay can, at the option of the installer, be either:
a. Momentary, where the relay will be energized for only about one second
and then be turned off. When the fault is cleared, the monitor circuit will
automatically reset and be ready for another one-secom energization should a
fault reappear. This option is normally used when the contacts of the relay
are wired into the protective circuit of the control to sound the alarm.
or
b. Maintained, for as long as the telephone line fault persists. When the
fault is cleared, the relay will automatically be de-energized. This option may
be used for special applications such as to sound an electronic siren when no
alarm control panel is used. If it is – desired to ring a bell, see the Output
Relay caution note under SPECIFICATIONS.
Local Latching Indication:
If desired, a No. 664 Digital Communicator Tester can be used with the No.
659EN as a monitor lamp and reset switch to indicate whether the telephone
line is, or has been, out of service. After approximately 25 seconds of the No.
659EN’s sensing of a line fault, the LED indicator in the No. 664 will light
and remain lit until the line fault has cleared and the No. 664’s switch is
depressed. This latching and reset action is independent of the output relay
option chosen above.
Logic Level Signal:
This output is for use with the No. 674 Select-A-Line (which permits a dialer,
digital communicator or control/communicator to be used with two telephone
lines for increased reliability of transmission). Information as to its use is
provided with the No. 674.
INSTALLATION
For ease of installation, the No. 659EN includes a housing which allows it to be conveniently mounted in a digital communicator (or other) cabinet. The No. 659EN’s upper edge is provided with a lip that can be slipped over the edge of the cabinet without interfering with the ability of the cabinet’s cover to close and lock. See Diagram 1.
WIRING (See Diagram 1)
-
Grounds:
Extend the GREEN FLYING LEAD provided and connect it to an earth ground (a cold water pipe or electrical box can often be used). Proper earth grounding provides protection against externally induced transient voltages in the telephone lines and must be connected to ensure reliable operation of the No. 659EN. -
Output Relay Contacts:
The COM and N.C. terminals (4 and 6) are connected in series with the positive leg of the protective loop of an alarm control. If the contacts are to be connected across a protective loop, use the COM and N.O. terminals (4 and 5). See Diagram 1.
Note: Upon sensing of a telephone line fault and completion of the built- in delay by the No. 659EN, the output relay’s COM and N.O. contacts will close and its COM and N.C. contacts will open, in accordance with the “Momentary” or “Maintained” Output Option Selected below:
a. Momentary Output Option (output relay energized for about one second during line fault duration): CUT BLACK JUMPER that protrudes from front of circuit board.
b. Maintained Output Option (output relay energized for duration of telephone line fault): LEAVE BLACK JUMPER UNCUT that protrudes from front of circuit board. -
Local Latching Indication:
If such indication is desired, attach terminals 1, 2, and 3 of the No. 659EN to the WHITE, BLACK, and RED leads (respectively) of a No. 664% (Pushbutton Tester with Monitor Lamp) located where desired. Usually, the location will be next to the alarm control so that the No. 664’s lamp will be seen, if lit, when the alarm system is being turned ON. -
Telephone Line:
Connect the incoming telephone line pair to terminals 7 and 8, disregarding polarity. -
Dialer or Digital Communicator:
Connect the YELLOW and ORANGE leads of the No. 659EN to the incoming phone line terminals of the dialer or communicator.

Phone Line:
sensed Voltage and Current:
The No. 659EN defines a “good” line as one havings
a. a tip-to-ring voltage in excess of about 25 volts.
b. a tip-to-ring voltage less than about 25 volts but having a loop current
(tip to-ring) in excess of about 10 mA.
The No. 659EN defines a “bad” line as one having a tip-to-ring voltage of less
than about 25 volts and a loop current of less then approximately 10 mA.
Polarity:
Insensitive to phone line polarity.
Input Impedance at Phone Line Terminals: Greater than 10 Megohms between
lines.
Impedance between Telephone Lines and Ground or Battery: Greater than 100
Megohms, 1500V breakdown.
Output Relays
SPDT Contacts, 1 amp, 28 VDC maximum
Caution: If it is desired to ring a bell with these contacts, an intermediate
relay should be used between the No. 659EN and the bell so that the pulsating
bell current does not pass through the No. 659EN and possibly cause
interference with the latter’s operation. (The No. 559EN, in compliance with
FCC Regulations, incorporates a very high input impedance circuit which can be
affected by the bell electrical noise.)
TO THE INSTALLER
Regular maintenance and inspection (at least annually) by the installer and
frequent testing by the user are vital to continuous satisfactory operation of
any alarm system.
The installer should assume the responsibility of developing and offering a
regular maintenance program to the user as well as acquainting the user with
the proper operation and limitations of the alarm system and its component
parts. Recommendations must be included for a specific program of frequent
testing (at least weekly) to insure the system’s proper operation at all
times.
