As the reference of usage instruction, the description of some details maybe
not so accurate in this manual. The contents of this document will be updated
irregularly for product version upgrading or other reasons, and the update
will be added in the new version of the manual, we will not notify separately.
Please read the manual carefully before installation and use.

- Product introduction 4G HD portable emergency command device is a full-featured integrative product with functions of high-definition, smooth, and stable video effect, real-time location, emergency, PTZ operation, two-way talkback, etc. It is a complete set of emergency command devices that are specially designed for unexpected emergencies, and provides technical support for realizing “smooth communication, real-time scene, complete data, and command in place”. The product is widely applied in the occasions of emergency command, public security, criminal investigation, traffic police/patrolman, fire fighting, civil air defense, border defense, urban management, electric power, road administration, etc.

4. Configuration and usage
It is necessary to set up some parameters before installing the device, such
as the access platform address, etc. The specific configuration process is as
shown below, please contact the customer service personnel if you have any
questions.
4.1 login built-in webpage
Please login to the built-in webpage according to the following operations,
please contact the customer service personnel if you have any questions.
Connect the device with HD PM camera, SIM card, TF card, mid antenna, start
the device, access to the LAN or PC with cable.
Search the device with the tool “Device configuration assistant”, change the
device IP address to the same network segment with the PC.
Open the browser and input the device IP: 9988, such as 192.1613.0.8:9988.
open the built-in webpage login window. input the user name (adinin) and
password (123456) to log in. Please download and install the plug-in and
restart the browser if it is the first time.
After login, it is available to preview the videos in “real-time surveillance
window”, query and download videos of the TF card in “query download”, change
the device parameters. configure the platform address and networking ways in
“device management”, etc.
4.2 Platform address setting
After login the built-in webpage, enter the “device configuration” page. Click
“system/platform access”, and select “enable platform access”, input the
platform address in the op-up window, such as 60.173.195.210:9988, click
submit and refresh. When the access status shows “access success”, the video
can be previewed after logged in the platform via the network video
surveillance system.
4.3 Access ways
Different network connection way can be selected to make the device access the
platform according to the requirements. Three ways are supported by the device
to connect the network: cable/ WiFi /4G. Fast switching can be realized via
the ‘network” button on the lower panel, and according to the display status
on the indicator panel to judge the connection way and connection status. The
configuration modification also can be realized via client/built-in webpage,
the details are as below:
4.3.1 Cable access
Click after login the built-in webpage, find the “network configuration” in
the system, input the IP address, subnet mask and gateway in the IP settings.
Select “enable DHCP” if use the auto access way, submit.
Select “use the cable” in the “preferred network”, submit.
4.3.2 WiFi access
Click after login the built-in webpage, find the “network configuration” in
the system, and select “use WiFi” in the “preferred network”, submit. Click
WiFi option and select “enable WiFi’, input the wireless network account and
password, submit and refresh. Observe the module status until the connection
is successful. (Note: the hotspot function needs to be shut firstly)
4.3.3 4G/3G access
Click after login the built-in webpage, find the “network configuration” in
the system, and select “use 4G/3G” in the “preferred network”, submit.
Click 4G/3G option, check the dial-up status in the status parameters, the
device has access to the network when it shows “dial-up success”.
It needs to add APN, access number, and password in the configuration
parameters if the used SIM card is the private network card.
5. Scheduling screen operation instructions
As shown in the figure below, the LCD of the upper panel is the android system
touch screen. Main function modules: login status, video command, map command,
query layback, application settings, system settings. The follows will
introduce the function of each module.

5.1 Login status
Device connection/login server status are shown on the left upper corn of the
screen.If it displays “Device connection is successful”, it indicates that the
connection between the upper panel and the lower panel is smooth. When it
shows “login server is successful”, it means the device has successfully
logged onto the emergency command system.
As shown in the figure below, if login server is not successful, please check
the network connection, and configure the platform address and user name of
the emergency command system in the “application settings”.
5.2 Application settings
It needs to input the platform address, user name and password in the
“application settings” before login the server. Please login again after save.
The network port IP of the device can be set in the network settings, as shown
in the figure below:
5.3 Video command
Enter the page “video command”, real-time scene image can be seen. 2-channel
HD videos are displayed, one main channel video input source is HDMI, and the
other channel video input source comes from the camera in the right side of
the suitcase. Full-screen display and snapshot are supported.
The online group members are displayed on the right side, click the microphone
icon to shout to the group, or talk to any member in the group and watch his
real-time video.
5.4 Map command
People can master the location information of their own and other portable
terminals in the “map command” page and view the video of other terminals, as
shown in the figure below:
5.5 Query playback
The video files and images saved in the built-in memory card can be queried
and processed playback in the “query playback” page, as shown in the figure
below:
5.6 System settings
Each functional parameter can be changed in the Android system after entering
the page, the same with other Android system settings, no longer describe
details here.
6. Command and scheduling platform
Login to the emergency command and schedule platform after logging into the server to create a cluster group. Group communication, retrieval image, video conference and other functions can be realized. Please refer to the User Manual of emergency command and schedule client for the details.
7. Real-time preview
“network video surveillance system” can be used after device successfully
accessed platform. After login, the real-time image of the online devices can
be viewed. Select an online device, double click to unfold the camera
resource, double click the camera, video will be displayed on the window.
Right click the image to pop up the shortcut bar, snapshot, video recording,
talkback and other functions can be realized, as shown in the figure below:
8. Query playback
Login “network video surveillance system”, click query playback. : query the
videos saved in the platform, : query the videos saved in the device storage
medium. Select device and date, click to query, double click the video file in
the query results to playback, or right click to download the video, as shown
in the figure below:
9. Restore factory settings
9.1 Use “Device configuration assistant”
Make sure PC and device are in the same LAN, open the tool “Device
configuration assistant” to search the device and select it, click icon, find
“device maintenance” in the pop-up window, click “restore factory settings”
to confirm, as shown in the figure below:
9.2 Use “Network video surveillance system/built-in webpage”
Login the network video surveillance system, click “device management”, double
click the device in the device list, select system/device information/restore
factory settings. Operations of the built-in webpage are the same, as shown in
the figure below:
