INSTRUCTIONS FOR USE
What is BolaWrap 150?
BolaWrap 150 is a remote restraint device. The ATF has determined BolaWrap 150 is an “any other weapon” (AOW) as defined under 26 U.S.C. § 5845(e) and a “firearm” as defined under section 26 U.S.C.
§ 5845(a) and 18 U.S.C. § 921(a)(3). The patented hand-held BolaWrap 150 discharges a Kevlar® cord to temporarily restrain an uncooperative or unresponsive person from a distance before a situation escalates.
When operated properly, the device helps to effectuate apprehensions quickly and safely—helping to facilitate an outcome that minimizes the need for additional physical force.

PRODUCT WARNINGS

Do not operate this device without receiving product training from a Certified Wrap Technologies Instructor.

  1. Use only for legitimate law enforcement purposes in accordance with these instructions and with your agency’s training, policies, and procedures.
  2. Store the device without a cassette in a secure location when not in use.
  3. Keep the device away from children and others not trained in its proper use. User must be at least eighteen (18) years of age to operate this device.
  4. When the device has a cassette inserted, make sure the Power Switch is in the OFF position, until you’re ready to deploy it.
  5. Always point the device in a safe direction when inserting or removing a cassette, and keep your hands and other body parts away from the front of the device.
  6. The minimum distance of safe operation is 10 feet away from the subject.

LASER SAFETY AND SPECIFICATIONS

Laser Safety
BolaWrap 150 uses a built-in multi-dot laser as an aiming device. The laser is automatically activated by placing the Power Switch to the ON position, and will automatically turn off when the Power Switch is placed in the OFF position, or after five (5) minutes of  inactivity with the device in the ON position.

  1. Avoid intentionally staring into the laser.
  2. Avoid aiming the laser directly into someone’s face.
  3. Avoid aiming the laser into a reflective surface, such as a mirror, flatscreen TV, or chrome surface.
  4. Avoid pointing the laser at a moving vehicle or operator of a moving vehicle.
  5. Never point the laser at an aircraft or operator of an aircraft.

Laser Specifications

  • Light Intensity: Class IIIA or Class II
  • Wavelength: 520–540nm
  • Activation: via Power Switch
  • Regulations: Complies with 21CFR1040.10 & 1040.11 and IEC60825
  • Laser Product Batteries: Two (2) CR123A batteries within a battery pack

NOTE: When the batteries are low, the LED indicator will turn amber and begin to flash.

DISENGAGING LED ILLUMINATOR FLAShLIGhT / PROPELLANT AND SOUND

SPECIFICATIONS

Disengaging the Dual LED Illuminator Flashlight Feature

  1. Ensure that the device does not have a cassette inserted into the Cassette Bay.
  2. Point the device in a safe direction.
  3. Place the Power Switch in the ON position then depress the Activation Button, holding it down for ten (10) seconds.
  4. The flashlight feature will be OFF with only the multi-dot laser array and LED Indicator ON.
  5. To return to normal flashlight operation, repeat steps 1-3 above.
  6. The flashlight feature will be ON with the multidot laser array and LED Indicator ON.

Propellant & Sound Specifications
The energetic material in the cassette has a maximum of 180mg of net explosive content.
When deployed, BolaWrap 150 produces a sound with a peak level of approximately 160dB, LC Peak.

NOTE: Because of the intended use and low propensity for injury, the device is typically categorized at the low to moderate range on the force option continuum and is not considered a reportable use of force by many agencies.

LIFESPAN / DEPLOYMENT CONSIDERATIONS

Lifespan

  • BolaWrap 150 has an estimated useful life of five (5) years under normal use conditions.
  • Normal use conditions are defined as a five (5) day, single shift, work-week.
  • Due to environmental factors, cassettes have a two (2) year field-carry lifespan and a five (5) year storage shelf-life.
  • Due to environmental factors, battery packs have a five (5) year storage shelf-life.

Deployment Considerations

When to use BolaWrap 150
Because BolaWrap 150 is an apprehension tool that allows users to safely restrain subjects from a distance, it can be useful in a variety of situations. Some of these include:

  • Emotionally Disturbed Persons (EDPs)
  • Mildly-aggressive, non-compliant subjects, or mentally-ill subjects
  • Suicidal subjects or persons in crisis
  • Armed (not with a firearm), non-assaultive, non-compliant, non-mobile persons
  • SWAT operations

DEVICE OVERVIEW

BolaWrap 150 is currently avaible in yellow, green, and black. These units are identical in function and use. Wireframes are shown in this manual for illustrative purposes only.
The Ambidextrous Power Switch and Activation Button can be operated from either side of the device, once a cassette is inserted providing one-handed device operation.

Overview

DEPLOYING BOLAWRAP 150

Insert the cassette

  1. Ensure the Power Switch is placed in the OFF position. Power Switch Indicator will be blocked by the Power Switch.
  2. Point the device in a safe direction.
  3. Keeping your hand away from the front of the cassette, hold the cassette by the outside edges and push it into the Cassette Bay until it clicks.
  4. Tug on the cassette to ensure it is properly seated and secure in the device.
  5. Holster or secure the device per your agency policy.

Prepare to deploy

  1. Draw BolaWrap 150 from its holster or other location.
  2. Point the device toward the ground.
  3. Place the Power Switch in the ON position.
    Power Switch Indicator will be green.

Use the laser to aim the device
WARNING! Avoid aiming the laser directly into someone’s face or into a reflective surface, such as a mirror, flatscreen TV, or chrome surface.
Ensure that BolaWrap 150 is pointed toward the ground and the laser is ON.

WARNING! The device may operate without a functioning laser, but aiming without the laser can be difficult and dangerous.
When you see the multi-dot laser array on the ground, “walk” the laser up to the desired Wrap Zone on the subject’s body, which includes:
a. From the mid-thighs to ankles
b. Between the elbows and wrists
NOTE: While the green laser is designed to facilitate aiming, it may be challenging to see in direct sunlight.

  • Keep the laser level, or tilt it to properly align with the Wrap Zone.

WARNING! Do not aim at the subject’s head or neck.

  • Ensure that at least three (3) feet around the subject is clear of obstructions.
  • Discharge the cassette.

WARNING! Always follow your agency’s training, policies, and procedures.

  • To avoid “contagious fire,” alert all officers on the scene that BolaWrap 150 is about to be deployed.

NOTE: Many agencies announce “WRAP!
WRAP! WRAP!” as a signal that the device is about to be deployed.

  • Firmly press and release the Activation Button. Do not hold the button down.

BolaWrap 150 is a temporary restraint device. After a successful deployment, and as soon as it is safe to do so, secure the subject and provide any needed after-care in accordance with your agency’s training, policies and procedure.
Dispose of used cassettes per your agency’s policy for spent materials, or retain for records per your agency’s evidence retention policy.

REMOVING A BOLAWRAP 150 CASSETTE

  1. Ensure the Power Switch is in the OFF position.
  2. Point BolaWrap 150 in a safe direction, with the front of the cassette pointing toward the ground.
  3. Simultaneously press both of the cassette release levers on the left and right side of the device inward to remove the cassette.
  4. Keeping your hand away from the face of the cassette, grasp the cassette by its outside edges and pull it out of the Cassette Bay.

DEVICE MAINTENANCE

Cleaning BolaWrap 150

  1. Ensure the cassette has been removed from the Cassette Bay.
  2. Carefully clean any dirt or debris from the device and battery pack compartment using canned compressed air.
  3. Replace the battery pack as needed with a standard hex key. The LED Indicator will turn amber when the battery pack needs replacement.
  4. Use only WRAP approved cassettes, battery packs, and accessories.

Replacing the Battery Pack

  1. Ensure the cassette has been removed from the Cassette Bay.
  2. Carefully clean any dirt or debris from the battery pack compartment using canned compressed air.
  3. Replace the battery pack by removing the four (4) screws securing the battery pack to the device with a 2.5mm hex key.
  4. Refer to agency guidelines for proper disposition.

  • Ensure the cassette has been removed from the Cassette Bay.

  • Replace the battery pack by removing the four (4) screws securing the battery pack to the device with a 2.5mm hex key.

WARNINGS, INFO, AND INSTRUCTIONS

This document presents important use information, safety warnings, and instructions intended to enhance the effectiveness and minimize the risks associated with the use of BolaWrap 150 Remote Restraint Device.
Please read the entire document before using BolaWrap 150.
BolaWrap 150 is designed to assist law enforcement to control encounters by temporarily entangling and restraining a person from a safe distance with minimal risk of injury.
It is intended primarily for use with unarmed persons. When discharged, BolaWrap deploys a thin Kevlar® cord that automatically wraps around the person, restricting movement of legs or arms.

The ends of the Kevlar® cord have small barbed anchors that are designed to attach to the target’s clothing to prevent the cord from unwrapping. Any use of force involves the possibility that a person may get hurt or die from direct effects of force or from  secondary effects including tripping or falling, physical impact or exertion, or unforeseen circumstances. Following the instructions and warnings of this document will reduce the likelihood that BolaWrap 150 use will cause injury.

HANDLING AND MAINTENANCE
Maintaining your BolaWrap 150 as instructed will reduce the likelihood of a malfunction and will reduce the risk of injury.

Avoid dropping BolaWrap 150 device or cassette.
If a device or cassette is dropped or damaged, it may unintentionally deploy or discharge, become inoperable, or fail to function making it unsafe for continued use. If a device or cassette has been dropped or damaged, refer to the procedure recommended in the  current version of BolaWrap 150 Training materials.
Avoid using a damaged device or cassette. Do not use a cassette with a missing cover.
Do not modify the device. If repairs are needed, contact Wrap Technologies for authorized repair information.
Use only Wrap Technologies-approved cassettes and accessories. For proper function and to avoid voiding the warranty, only use Wrap Technologies- approved cassettes and accessories.

Avoid exposure of the device and cassettes to very wet conditions. If BolaWrap 150 device or cassette is drenched or submerged in water or liquid, do not use the device or cassette. Refer to agency guidelines for proper disposition.
Keep the Cassette Bay clean and free of debris. BolaWrap 150 is intended for rapid refresh and redeployment using cassettes.
For proper functioning and to minimize the risk of misfires, it is important to keep the Cassette Bay of the device free of debris and clean.

RECYCLING
The cassettes are designed for recycling. Refer to agency guidelines for proper handling of spent cassettes.
Do not attempt to reload a cassette.

OTHER HAZARDS
Tether Missing the Target: When you discharge BolaWrap 150, if the tether misses the target, the anchors may travel a significant distance (up to approximately 100 feet) causing injury. Always be sure the target is within range and consider the possibility of  injury to bystanders in or beyond the line of deployment. It is also possible an anchor may become untethered and likewise travel a significant distance, causing injury.

IMPORTANT SAFETY INFORMATION
WARNING! Deploying BolaWrap from less than ten (10) feet away increases the potential for the barbs or anchors to penetrate the skin, especially if the anchors detach from the tether. Always deploy BolaWrap from a distance of at least ten (10) feet away.

Ricochet: It is possible an anchor may impact a surface and bounce back to strike the user or a bystander. Always be sure the target is within range and consider the possibility of injury to bystanders in the line of deployment or in the area of possible ricochet.  Wear protective eyewear in training or practice.
Fire or Explosion Hazard: BolaWrap 150 uses a microgas generator to propel the tether and can result in a fire or explosion when flammable gases, fumes, vapors, liquids, or materials are present.
Any restraint or use of force must be legally justified and comply with applicable federal, state, and local laws and regulations. The decision to employ remote restraint in a particular manner or circumstance must follow applicable law enforcement agency guidance.

Law enforcement agencies are responsible for their own guidance, including policy, custom, procedure, rule, order, directive, training, continuum, and standard. Wrap Technologies, Inc. is not authorized nor has authority to set policy, training, or establish use  or standards of care or conduct.

IMPORTANT SAFETY INFORMATION
Complete Training: Before attempting to use BolaWrap 150, you must be trained in accordance with your agency guidelines. Read and follow all current information and instructions. Obey applicable laws, regulations, and agency guidelines.

SAFE HANDLING
Unintentional BolaWrap Deployment: Unintentional deployment or discharge may result in injury to the user, target, or others.

To minimize the risk of unintentional deployment or discharge:

  • Keep BolaWrap 150 pointed in the safest direction.

  • Keep body parts away from the front of BolaWrap 150 or Cassette Bay to avoid injury from unexpected discharges.

  • Avoid dropping BolaWrap 150 or cassettes. If the device or cassette is dropped or damaged it may unintentionally discharge, become inoperable, or fail to function as designed, making it unsafe for use.
    Keep fingers off of the activation button until ready to activate.

  • Store in safety mode and when not in use remove the cassette and make sure the device is not in the ON position.

Always deploy BolaWrap 150 within the recommended range, ten (10) to twenty- five (25) feet.
DO NOT DEPLOY AT LESS THAN TEN (10) FEET.

INJURY HAZARDS
While BolaWrap is generally safe when used as directed, as with any use of force, injuries can occur.
To reduce the risk of injury:
Always deploy from a safe distance: a minimum of ten (10) feet away.
Always aim at the recommended target zones (Wrap Zones): mid-thigh and below to restrain feet and legs or between elbows and waist to restrain arms.

Injury from barbs: The barbs are intended to catch on the person’s clothing, but in some cases, they may strike an individual’s body directly. The nature and severity of injury depends on numerous factors, including the area of possible penetration, individual susceptibility, and other circumstances.
Medical care may be required.

WARNINGS
Eye Injury Hazard: An anchor or barb that contacts or comes close to an eye can result in serious injury, including vision loss. Always aim at the recommended target zones (Wrap Zones). Avoid intentionally aiming or deploying the device at someone’s head.

Barb Puncture, Scratching, Scarring, or Infection Hazard: The barbs may cause a mark, scratch, scar, puncture, or other skin or tissue damage with possible infection hazard.
Skin Injury: Deploying BolaWrap from less than ten (10) feet away increases the potential for the barbs or anchors to penetrate the skin, especially if the anchors detach from the tether. Always deploy BolaWrap from a distance of at least ten (10) feet away. In the  event of injury: In accordance with your agency’s guidance, provide medical care as needed as with any injury of this type.
Follow agency guidance for removing barbs when embedded into the skin or other body part.

Follow appropriate agency guidelines for biohazard protocols, including isolation procedures and protective equipment such as gloves, masks, and washing hands and exposed areas.
Make sure all pieces of the barb are removed by inspecting the anchor and ensuring it is completely intact.
Tripping or Falling Injury: When practical, avoid using the device where a target is more susceptible to secondary injury from an uncontrolled trip or fall.

Laser Light Hazard: BolaWrap 150 is equipped with a laser targeting aid. Lasers can cause serious eye injury, including permanent vision loss. Avoid direct eye exposure and never aim a laser at an aircraft or the operator of an aircraft or moving vehicle. HEED  ALL LASER WARNINGS.

Auditory Hazard: Unprotected, repeated exposure to BolaWrap deployment can cause hearing damage. Wear ear protection in practice or training (shooting ear plugs or muffs) to guard against such damage.

EFFECTIVENESS
BolaWrap 150 is designed for remote restraint, primarily in cases involving unarmed persons.
BolaWrap 150, like any use of force device, may not always function as intended and is not effective on every target in every situation. If BolaWrap use is not an option or is not effective, consider other force options, disengaging, or other alternatives within agency guidance.
BolaWrap 150’s restraint effects may be limited by many factors due to misses, failure of barbs to stick to the subject to secure an effective wrap, tether breakage, restraint location, and other factors beyond the control of the user. Some of the factors that may  influence the effectiveness of BolaWrap use in temporary restraining a target include the following:
Target Is in Range: The recommended effective range is ten (10) to twenty-five (25) feet.

DO NOT DEPLOY AT LESS ThAN TEN (10) FEET OR ThE TEThER MAY NOT EXTEND TO EFFECTIvELY RESTRAIN A SUBJECT. AT LESS ThAN TEN (10) FEET, ThE RISk OF ANChOR INJURY IS INCREASED. ALWAYS ABIDE BY APPROvED  BOLAWRAP TRAINING WhEN DEPLOYING ThE DEvICE.
Target May Not Be Effectively Restrained: Effective restraint generally requires restraint from the mid-thighs down to the ankles.
Deployment in other body locations, e.g. the waist, may not serve as effective temporary restraint. Always aim at the recommended target zones (Wrap Zones). Deployment at other locations on the body may not effectively restrain a person.

If a person is moving when the device is deployed, one or both of the barbs may not stick and/or the tether may not effectively restrain the person.
Be prepared to restart the device and redeploy, and also be prepared for the possibility that a target is not adequately restrained to allow conventional agency-approved control methods.
Target May Disengage Immediately: Depending on the tightness and barb stickiness of a particular wrap, it may be possible for the target to disengage from restraint quickly. It is also possible that the tether could break, become disconnected from the anchor or  barb, or be cut off by the target, reducing either the effectiveness or duration of a wrapping encounter. Be prepared to restart the device and redeploy, and also be prepared for the possibility that a target is not adequately restrained to allow conventional agency- approved control methods.

Device or Cassette May Fail to Operate: No device or force option is always effective. If a BolaWrap 150  device or cassette fails to function, consider restarting the device with a new cassette and redeploying, using other force options, disengaging, or using other alternatives per agency guidance.

WRAP WARRANTY

WRAP TECHNOLOGIES, INC. EXPRESS LIMITED WARRANTY AND RELEASE FOR LAW ENFORCEMENT PRODUCTS AND ACCESSORIES
The following WRAP TECHNOLOGIES, INC. (WRAP) warranty provisions are applicable on all sales or transfers of WRAP Law Enforcement Products and Accessories. The term “User” means any purchaser, transferee, possessor, or user of WRAP law  enforcement products and accessories. BY USING THE WRAP PRODUCT YOU ARE AGREEING TO BE BOUND BY THESE WARRANTY AND RELEASE TERMS.

MANUFACTURER LIMITED WARRANTY
WRAP warrants that its Law Enforcement Products are free from defects in workmanship and materials for a period of ONE (1) YEAR from the date of receipt. WRAP Cassettes that are expended are deemed to have operated properly. All WRAP manufactured  accessories are covered by a limited one (1) year warranty from date of delivery. Non-WRAP manufactured accessories are covered by such manufacturer’s warranty.
If any country or state imposes a longer express warranty term then the country or state’s term will be effective.
This is a LIMITED WARRANTY, and is the sole and exclusive warranty of this product by WRAP. This LIMITED WARRANTY applies only where the product has been properly stored and maintained, has been used in accordance with agency and WRAP  instructions, and has not been subject to misuse, intentional or deliberate damage or negligence. WRAP’s sole responsibility under this warranty is (at its election) to repair or replace with the same or like product or to issue a pro-rated purchase price credit for  such product.

WRAP MAKES NO OTHER WARRANTIES express, implied, or statutory, including without limitation any implied warranty of fitness for a particular purpose or merchantability, any warranty against hidden or latent defects, and any warranty against patent  infringement.
IN NO EVENT shall the company be liable for any punitive, exemplary, or consequential damages, anticipated or lost profits, incidental damages, loss of time, or other indirect losses or expenses that arise from any cause relating to the product, regardless of the  form of the action, whether in tort (including negligence), contract, strict liability or otherwise, and regardless of whether the company has been advised of the possibility of such consequential damages. WRAP’s cumulative liability to any party for any loss or  damage resulting from any claims, demands, or actions arising out of or relating to any WRAP product will not exceed the purchase price paid to WRAP for the product. Some states do not allow the exclusion or limitation of incidental or consequential damages.  These disclaimers are subject to any applicable law(s) that regulate product warranties.

EXCLUSIONS AND LIMITATIONS
Any replacement product will be new or like new and have the remaining warranty period of the original product or ninety (90) days from the date of replacement, whichever period is longer.

RELEASE
USER AGREES TO RELEASE WRAP FROM ANY AND ALL DAMAGES that result from user’s failure to follow all instructions pertaining to the use of the product, and/or any damages that may result from the user’s failure to comply with any and all applicable  training in accordance with user agency guidelines.
User agrees to release WRAP from any and all liability arising out of the deployment, use, or misuse of the WRAP product, including any claims for damages and personal injuries. User agrees to assume all risks of loss and all liability for any damages and  personal injury which may result from the deployment, use, or misuse of the WRAP product and all of its component parts and/or accessories, including any that are not manufactured or recommended by WRAP. WRAP is not liable for the failure of the WRAP product to perform and WRAP is not liable for any claims made by a third-party or by User for or on behalf of a third party.
