Follow the steps to link your Mi Led Smart Bulb with Alexa:

Setup LED Bulb with Mi Home App & Install Amazon Alexa

Tap on more option on the top of the Screen and choose Skills & Games

Search for the skill Mi Home and Open the Skill

Tap on Enable to Use the Mi Home Skills

Sign-in with the Mi Account to which the LED Bulb is Paired

Once the Mi Home Skill is successfully linked to Alexa go back to Home Page

Go to Devices Section and Tap on All Devices

Select the Device you want to Manage

Control the Device now use Alexa
