INTRODUCTION
The Tata Power Company Limited (TPC) is among the largest private sector Power Utility companies in India with a presence in the Generation, Transmission and Distribution of Power through conventional and renewable sources. The tendering/ procurement activities for this Package are being managed from Tata Power’s following office

SCOPE OF WORK:
- This Notice is to invite an Expression of Interest for the Procurement of battery set & installation for kindly, Walwan & forebay Dams at Khopoli Power Station which includes the supply of various types of batteries (Lead-Acid, Plantae) & necessary accessories along with Design, Engineering, Manufacturing, Inspection, Supply, Transport, Unloading at site, Storage, Erection, Testing, Commissioning of Batteries along with Spares as per Technical Specification.
TENDER FEE & TIMELINES:
- a) Interested parties meeting the “Bidder Pre-Qualification Requirements” specified under point no. 4 in this document can request tender document and participate in the bidding process by submitting the Expression of Interest (EOI) Letter along with the Tender Fee Payment Details to the contact details mentioned below not later than the deadline specified below. Request for an extension of the EOI submission date will be not entertained.
- b) Interested bidders should submit the Expression of Interest (EOI) letter and tender fee payment details to below mentioned email addresses:

- EOI / requests without complete information and communication as above within the deadline shall be liable to be rejected and will not be considered further.

- d) The expression of Interest letter to be submitted along with tender fee payment details should include the following details:
- A covering letter duly stamped and signed by an authorized signatory indicating the Tender Reference number and your EOI to participate in the tendering process.
- Tender fee payment details/reference no (ensure that tender fee is received by us within specified deadline)
- Bidder to indicate the authorized person name, contact number and e-mail ID (mandatory) of the person to whom RFQ / tender and all other communications to be addressed for this tender.
- e) Detailed Bid Document (also referred to as RFQ) shall be issued through the Tata Power e-tender portal (Ariba System) only to the parties submitting a valid EOI as per terms mentioned in this document.
BIDDER PRE-QUALIFICATION REQUIREMENTS:
- Interested parties are to note that the Bidder shall be required to fulfil the following bidder pre-qualification requirement/criteria to qualify for the subject work.
- Bidder will be required to submit relevant supporting documents to demonstrate their qualification during the bid submission stage against Tender document / RFQ and bidders not found meeting the pre-qualification requirements given below will be disqualified from the tender.
TECHNICAL REQUIREMENT
- The bidder must be an OEM of a Battery system with a manufacturing facility/assembly in India. ( Self-undertaking to be submitted in this regard. TATA Power reserves the right to inspect the said manufacturing facility as proof of compliance with this parameter).
- Bidder shall have supplied Lead-acid Plante batteries of 48V, 110V, and 220V up to 1200Ah capacity for more than 5 years as of the date of bid submission. Bidder must have supplied minimum 50nos of 300AH and above rating of batteries in last 3 years as on date of bid submission. (Attach Supply List & Performance Certificates from the utilities/clients). Indian Subsidiaries of global companies having plants in India are also eligible to bid if the qualification requirements stated above are met independently or in combination with the parent company. A declaration from the parent company needs to be submitted. (Self-undertaking to be submitted in this regard. TATA Power reserves the right to inspect the said manufacturing facility as proof of compliance to this parameter.)
- The bidder shall submit Type test reports obtained from NABL/ International Accredited Lab for the equipment/material offered. The type tests should have been conducted on the equipment/material of the same design. ( Type test reports should be submitted in this regard)
- The type tests should have been conducted within 5 years before the date of bid opening. The period for the type test can be extended by another 5 years as a special case if there is no change in design/material of construction (MOC). { Undertaking that there is no change in design/material of construction (MOC) if Type Test Report older than 5 years but less than 10 years before the date of bid opening has to be considered (if applicable)}.
- In case the type test reports furnished are not for the quoted equipment/material but for the equipment/material with higher voltage class and/or different capacity, then type test shall be carried out for the offered equipment/material from NABL / International Accredited Lab without any cost implication to the owner and the Type Test reports shall be submitted before despatch of the equipment/material.{ Undertaking that type test shall be carried out for the offered equipment/material from NABL / International Accredited Lab without any cost implication to the owner and the Type Test reports shall be submitted before despatch of the equipment/material, in case type test reports furnished are not for the quoted equipment/material but for the equipment/material with higher voltage class and/or different capacity, (if applicable)}
- In case the package involves installation & commissioning of the equipment /material, then the bidder shall have the following experience:-
- a) Bidder should have successfully supplied & commissioned one single order of value 35.28 Lakhs in the last 3 years.
- b) Bidder should have successfully supplied & commissioned two single orders of value 22.10 Lakhs in the last 3 years.
- c) Bidder should have successfully supplied & commissioned three single orders of value 17.64 Lakhs in the last 3 years. (Attach Purchase Order copy, Certificate of Experience and Satisfactory Completion of work awarded from concerned Establishments / Companies).
- Bidder should furnish a List of Clients for whom they have done Survey works during the last 3 (Three) years as per the nature of the contract. (Attach Performance Certificates from the utilities/clients)
- a) Bidder / Tenderer should preferably have ISO 9001 / ISO 14001 / ISO 45001 certification or must give an undertaking for its willingness to obtain the same within 2 months of qualification for the work.
FINANCIAL REQUIREMENT:
Bidder / Tenderer should have a minimum Average Annual Turnover of Rs. 70 Lacs (Indian Rupees Seventy Lacs) during the last three financial years i.e., FY 2020 -21, FY 2021 -22, FY 2022 -23. (Attach Profit & Loss Certificate with UDIN from Chartered Accountant in this regard) It may be noted that the above requirements are minimum qualification criteria. However, Tata Power reserves its right to further assess the capabilities of the parties and reserves its rights to further shortlist, accept or reject any party without assigning any reason. The tender may be split into more than one party at the discretion of the Owner.
BID SECURITY / EMD:
- Interested parties are to note that Bidder will be required to furnish a Bid Security along with their Bid, in the format prescribed in Bid Document in the form of Bank Guarantee or through RTGS or Demand Draft, for an amount as defined in the covering page of this notice document.
- Bids not accompanied by an acceptable Bid Security shall be rejected by the Owner as being non-responsive and returned to the bidder without being opened.
- Interested parties to note that Bid Security is not required with the EOI and it is required to be submitted with the Bid only during the Bid Submission stage once RFQ is released to the interested parties that have submitted a valid EOI.
BIDDING PROCESS
- Detailed Bid Document (also referred to as RFQ) shall be issued through the Tata Power e-tender portal (Ariba System) only to the parties that submitted a valid EOI as per terms mentioned in this document.
- Bidder to note that commercials for subject tender may be conducted through e-auction.
- Detailed bidding and auction process shall be detailed in the RFQ / tender document.
