Can it support an iPad with an otter box?
I tried it with my kindle dx, which I use with an otter box, and I would say this is a two-part answer: an otter box works best when the car is at a stop, not when driving! I also tested using my galaxy tab 10.1, which is about the same size as an iPad, while driving, and the mount held the device securely without a case. If you intend to drive while using that large of a gadget, it also depends on your car and the size of the screen you want facing you.
Does this fit in the normal built-in cup holder on a boat?
I’m not sure how big a boat cup holder is, but the large cup holders in the van I drive for work expand perfectly and appear to have the capacity of a soda can.

14 inches or so above the cup holder. I cherish mine. extremely solid and stable. I own an iPad Air and an iPhone 6 Plus.
