Two self-contained 20 kWh energy storage system (ESS) with lithium-ion batteries. Certified to UL 9540.
Specify applicable regulation/code(s) that variance is sought from:
Rule 64-918 2) does not permit ESS utilizing batteries to be installed below grade. Rule 64-918 4) prohibits ESS with a storage capacity greater than 1kWh or utilizing Li-Ion batteries from being installed in dwelling units, or any living space of a residential occupancy including clothes closets, storage rooms, bathrooms, stairways, or in any similar undesirable places.
Identify the safety objectives, by section as specified above, of the applicable regulations and codes:
To ensure the safe installation and operation of battery type ESS in residential occupancies to prevent fire and shock hazards.
Specify the alternative means by which it is proposed to meet the safety objectives: 1) The 20 kWh energy storage systems are installed in a dedicated utility room in the area below ground floor of a dwelling, with
· A fire resistance rating not less than 1 hour, or not less than that required by building authority having jurisdiction; and · The utility room is equipped with a smoke alarm and interconnected with the other smoke alarms required by BC Building Code 2) The Energy Storage Systems will not be installed in sleeping or living areas, or spaces opening directly into sleeping or living areas. 3) The capacity of energy storage systems in dwelling units or residential occupancies, does not exceed · 20 kWh for a single energy storage system, and · 40 kWh in aggregate where multiple energy storage systems are installed, and these have been spaced not less than 1 m apart, or not less than the minimum separation requirement in the manufacturer’s instructions. 4) The UL9540A test report and manufacturers instructions have been provided showing the revised limits and spacing requirements.
Provide any evidence that the alternative will meet the objectives identified:
The ESS meets the UL9540A Unit Level test requirements for indoor, wall mounted, residential use and the ESS will be installed as per the manufacturers instructions in a dedicated, non-habitable, fire rated room.
