Level the template and tape into place. Mark the placement of the three holes.

Remove the template. Tap drywall anchors into the pilot holes if applicable.
Align the bag dispenser with the holes.
Use a Phillips screwdriver through the access holes on the front of the dispenser to insert screws and tighten them down.
