pay and talent data system that every Soldier in all three components will use
for their personnel transactions and record.

HOW CAN LEADERS PREPARE?
- Monitor your Monthly Data Quality Assessment Report (DQAR)
- Prepare Soldiers for data migration prior to Personnel Readiness Reviews (PRRs) and enforce enhanced PRRs in your unit
- Get your S3 and S1 involved with Army Organization Server (AOS) position management
- Participate in IPPS-A Live training sessions available now (Data Correctness, AOS, Analytics, etc.)
- Complete required Leader Course (1 hour)

Release 3 Deployment Timeline
The Release 3 deployment plan will enable units from all 3 Components to prepare for successful Go-Live.
How to Prepare Soldier Data for Release 3
It is imperative that Soldiers, HR Professionals and Units make timely data updates in the correct system at their levels.
Data Correctness Campaign
- Every Active and Reserve Soldier and unit should be preparing for IPPS-A.
- Maintaining accurate records during the transition is key.
- Identify and correct data within every Soldier record and Authoritative Data Source (ADS).
- Ensure accurate data in the ADSs prior to conversion and Release 3 Go-Live.
Divison/Corps Data Tasks
Execute Specified Tasks for Data Correctness Campaign
ENDSTATE: Ensure accurate data in the Authoritative Data Source (ADS) prior to conversion and Release 3 Go-Live.
- Individual Soldiers: Review, edit, update, and correct personal HR data (DMDC, eMILPO SRB, and ATRRS Transcript).
- Unit S1s: Complete the enhanced PRR and review/resolve errors from monthly DQAR.
- System Owners: Review the monthly DQAR and correct errors identified in Mock Conversions with IPPS-A FMD Data Team.
Units’ Focus is on Two Tasks:
- Enhanced Personnel Records Review (PRR)
- eMILPO: Pay, Benefits, Promotions, Assignments, Soldier Data (233 data elements).
- TOPMIS II: Pay, Benefits, Promotions, Assignments, Soldier Data (192 data elements).
- ATMS / DTMS: HT/WT, APFT, ACFT, Weapons (30 data elements).
- ATTRS: Courses and Dates (43 data elements).

Training Approach & Opportunities
Intent: IPPS-A trains ~1700 Train the Trainer (T3) instructors from all 3 components on IPPS-A functionality and cutover activities. T3s will provide hands-on training to their organizations at home station. For details, visit https://ipps-a.army.mil/r3net/.
Training Requirements:
- Leaders/Approvers: ~1 hr video (Leader Course)
- HR Professionals/Field Users:
- ~40 hr Distance Learning (DL)
- ~2-days Hands-on Exercises/Instructor Facilitated Training
- As required, Sub-Category (SUBCAT) Training
- Self-Service: ~1 hr video (optional)
T3 Instruction:
- ARNG train on additional capabilities provided in Release 3 (5-day model for ARNG)
- AC / USAR: 10-day training model with system functionality, use of training environments and Go-Live tasks and rehearsals
T3 Requirements:
- Return to home station and train users with assistance from IPPS-A
- Dual-hatted as Action Officers at BDE and below
Ø Release 3 uses comprehensive role-based training to prepare HR Professionals and leaders.
Ø Training consists of mandatory DL and hands-on training.
Ø Release 3 leverages a T3 model to conduct the unit level hands-on training and develop SMEs.

Brownout and Cutover
The Army is coordinating preparations to minimize the brownout and cutover period’s impact on Soldiers and their Families, and each units’ ability to meet mission requirements.
Brownout
- The shutting-off of legacy systems identified to be subsumed or converted into IPPS-A and packaging/submission of Soldier records for use in Release 3.
- The last opportunity for end users to conduct business in legacy systems; Precedes the start of and sets conditions for Cutover.
Cutover
- A period that includes the conversion of legacy system data for use in Release 3.
- Systems that remain operational and rely on legacy systems for data will be functioning using stale data until Release 3 Go-Live.
Early Resourcing and Army Organization Server (AOS)
- The act of assigning personnel and equipment to a UIC before its activation date.
- Critical to accurate future strength numbers.
Concept of Operation Key Areas:
- Pre-cutover: Conduct the pre-cutover Personnel Asset Inventory (PAI).
- Brownout / Cutover: Execute offline accountability activities.
- Post Go-Live and Support: Activities include IPPS-A Release 3 Go-Live and includes ensuring assignments executed in the brownout and cutover contingency environment are input/back dated into IPPS-A (upon Go-Live) and the post Go-Live PAI; the execution of held over assignments; and personnel directorates resume normal business in an IPPS-A Release 3 environment.

How Does IPPS-A Change MILPAY Processing?
HR Triggers Pay –
Example: Soldier arrives to Afghanistan; Hardship Duty Pay-Location (HDP- L) starts for Soldier once they serve 30 consecutive days in country (IAW businessrules); retroactively paid from arrival
Business Rules
Example: If Soldier is involuntarily separated from Family (deployed)
for more than30 days, Soldier iseligible for Family Separation Allowance (DoD
FMR)
Self-Service –
Example: Absence Request (Leave) requested by Soldier via Mobile Self-
