Product Usage Instructions
Step 1: General Information Tab
- Use the provided screenshot as a guide to complete missing cells.
- Select ENERGY STAR MFNC v1.1 or earlier from the dropdown menu.
- Select ASHRAE 90.1-2016 for Version 1.1 or ASHRAE 90.1-2019 for Version 1.2.
- Choose the appropriate simulation program.
Step 2: Contact Information Tab
- Enter your Project Name, which will also be the name of the exported CSV file.
Step 3: Compliance Calculations Tab
- Scroll down to Table 7 to note % improvement beyond ASHRAE standards.
- Observe energy and source energy savings percentages.
Step 4: Dashboard Tab
Proceed to the Dashboard tab for an overview of building performance metrics.
Step 5: Companion Tool Usage
Download and open the 90.1 Performance-Based Compliance Form Companion Tool.
Follow instructions on the Import tab to load data from the Compliance Form.
Step 6: Project Performance Tab
Select the program version and review compliance calculations in Table 4 and Fuel Neutral Compliance Calculations in Table 5.
Step 7: Stakeholder Feedback
- Use the results for answering questions on the ASHRAE fuel neutral approach in the MFNC Stakeholder Feedback Form.
- Submit the Companion Tool, Compliance Form, and relevant documentation.

To gather stakeholder feedback on the proposed fuel neutral approach in the
ENERGY STAR MFNC ASHRAE Path, simulated building performance data needs to be
collected using the DOE Compliance Form and the new “Companion Tool”.
This document provides the specific steps to evaluate a building using the
proposed fuel neutral approach.
Step 1: Download and open the “90.1 Performance-based Compliance Form”. It
should open with the “Instrucons” tab visible. If you see a different tab,
navigate to it by selecng the blue “Instrucons” tab at the bo©om of the
spreadsheet.
Step 2: Go to the “General Informaon” tab. Use the screenshot as a guide to
complete the missing cells. Select ENERGY STAR MFNC v1.1 or an earlier program
version from the dropdown menu. Select either ASHRAE 90.1-2016 (for Version
1.1) or ASHRAE 90.1-2019 (for Version 1.2). Finally, select the correct
simulaon program.
Step 3: Next, navigate to the “Contact Informaon” tab and enter your Project
Name. The Project Name will also be the name of the CSV file exported.
Step 4: For the purposes of this comment period, there is no need to complete
the other tabs. Navigate to the green “Results from [soLware]” tab and follow
the instrucons provided there to upload your model data from the soLware
(eQuest is shown as an example below.) For regularly submi«ng your projects to
the MRO, you will need to complete the rest of the file.
Step 5: Navigate to the green “Compliance Calculaons” tab and scroll down to
Table 7. Note the % improvement beyond ASHRAE 90.1-2016, or ASHRAE 90.1-2019
for Version 1.2, excluding proposed design on-site renewable energy and
exceponal calculaons. The example shows 7.8% and 8.6% for cost and source
energy savings respecvely.
Step 6: Proceed to the blue “Dashboard” tab.
Step 7: Scroll down the page unl you locate the opon labeled “Export Data.”
Click on this bu©on to generate a CSV file containing the necessary data.
Step 8: Download and open the 90.1 Performance-Based Compliance Form Companion
Tool. It will open onto the “Instrucons” page.
Step 9: Navigate to the “Instrucons for CF Import” tab. Click on “Import from
the Compliance Form” and select the CSV file generated by the Compliance Form.
Step 10: Go to “Project Performance” tab. This sheet is where the energy
calculaons will be found. Select the applicable program (ENERGY STAR MFNC
Version 1.1 or 1.2) from the dropdown menu.
Step 11: Scroll down to Table 4 (Compliance Calculaons) and Table 5 (Fuel
Neutral Compliance Calculaons). Table 4 shows the energy cost and source
energy savings. This should match the Compliance Calculaons table in the
Compliance Form from Step 5 above. Table 5 shows the new fuel neutral
calculaon (under the “Cost $” column). These are the savings calculated when
using the proposed fuel neutral approach.
Step 12: Please use these results to answer the quesons on the ASHRAE fuel
neutral approach in the MFNC Stakeholder Feedback Form. Along with this form,
please also submit the Companion Tool, Compliance Form, and either the
Building Efficiency Characteriscs form or the MFNC Workbook. Thank you for
