Photoshop

Open photoshop and create a new document

1. make the Width and Height to the same size as you want it printed
2. make the Resolution 300dpi
3. set the color mode to CMYK
4. make the background contents transparent
   

Click Create

Save the Document as a .TIFF file

Or export as a .PNG

Illustrator

Open adobe illustrator and create a new document

1. make the Width and Height to the same size as you want it printed
2. set the color mode to CMYK
3. set the raster effects to 300pdi
   

Click Create

Save the Document as a .PDF or .EPS
