SUPPLEMENTARY REGULATIONS FOR SUPERCARS

STANDARD REQUIREMENTS

EVENT TITLE, DATE & VENUE
The Event will be known as the “NED WHISKY TASMANIA SUPERSPRINT” (hereinafter referred to as “the Event”), which will also comprise of race 17 and 18 of the 2024 Repco Supercars Championship (“the VCS”), and be held at Symmons Plains International Raceway, Symmons Plains, Tasmania on 15th ­ 18th August 2024.

The Event will be held under the FIA International Sporting Code including Appendices, the Supercars Operations Manual (“the Rules”), any applicable National Competition Rules of Motorsport Australia which are not in conflict with the Rules, the Supplementary Regulations, any Further Supplementary Regulations or instructions and any Bulletins issued. Event Status: Restricted International.

ENTRIES
Competitors must have completed the 2024 Supercars Entry Registration Form. Administration checking will commence at 1300hrs (AEST) on Thursday 15th August 2024. Any Competitors that need to change or add any details contained in their 2024 Entry Registration Form must do so at the Supercars Operations Transporter prior to the commencement of the Competitor’s Authorised Representatives & Drivers Briefing as detailed in the Event Program. No change of Drivers will be accepted later than 1700hrs (AEST) on Thursday 15th August 2024 unless exceptional circumstances, as determined by the Stewards, warrant a change after that time.

TRANSPORTER ACCESS TO THE PADDOCK
The set-up of the Supercars paddock will be at the discretion of Supercars Paddock Manager or their delegate. Specific conditions and details of transporter movements into the Supercars paddock will be distributed directly by the Supercars Transport and Logistics Manager. These conditions and timeframes including any predetermined order must be adhered to. Teams are permitted to commence unloading their transporters at 1200hrs (AEST) on Thursday 15th August 2024 or at the direction of the Supercars Paddock Manager. NO vehicles are permitted to enter the VCS Paddock at any time. Offending Cars will be reported to the Stewards.

ACCREDITATION CARDS, ACCESS & TEAM PARKING
Series hard- card accreditation or Event only ticketing must be presented to gain access to the Event. 3.2.1.1 Accreditation will be required on his/her person from Friday 16th August 2024 to
access the Event / Circuit. VCS Team Parking: Each Car entry will be allocated four (4) VIP car parking passes to park in the VIP Car Park located outside of Gate 1. Each VCS Team will receive one (1) Transit Pass for the purpose of delivering catering supplies to the Team garage. Under no circumstances are vehicles to be parked anywhere other than outside the venue once the delivery is completed. a) All deliveries are required to take place outside of the Event Operating Hours. Grid Walk Pass collection: To be collected from the Accreditation Centre.

Teams are only permitted to undertake their Race Track walk on Thursday 15th August 2024 between 1500hrs and 1700hrs (AEST).

DEMOBILISATION AFTER THE EVENT
Details of the Supercars Paddock demobilisation and Transporter departure after the Event, will be in accordance with the instructions issued to Teams under separate cover by the Supercars Paddock Manager.

Teams are to empty Driver baths at the front of Team transporters, no water or bath fluids are permitted to flow towards garages or into another Teams pack up areas.

Smoking (which includes e-cigarettes and “vaping”) and any naked flame is prohibited within 3 metres of any refuelling/defuelling operation; Motorsport Australia’s National Integrity Framework and any associated policy (including the Australian Anti-Doping Policy. Motorsport Australia’s Illicit Drugs in Sport (Safety Testing) Policy, the Motorsport Australia Alcohol Policy), apply to any activity authorised by Motorsport Australia as published at motorsport.org.au. Any Participant including the holder of a Motorsport Australia Licence (or a Licence issued by another ASN) may be tested for the presence of alcohol, any drug or other banned substance. In addition to any penalty imposed by Motorsport Australia, a further penalty/s may be applied by Sport Integrity Australia. Consumption of alcohol in any Reserved Area is prohibited until all Competition is concluded each day.

Competitor’s Authorised Representatives & Drivers (2) is To Be Confirmed by the MOM. Authorised Representatives will be notified at the Event if this briefing will proceed.

PIT BAY MARKINGS
At this Event, and in accordance with Rule D11.5.8.1, a Teams Pit Bay is required to be in the following position: 5.5.1.1 The outside edge of the race tape, marking the left-hand side of the pit box, is
required to be 4.2m and parallel from the edge of the Pit Building upright. 5.5.1.2 The outside edge of the race tape, marking the front line of the pit box, is to be
located 2.4m forward, of the centre of the pit building column, where the Teams pit boom is located. For the purpose of a visual guide to the Driver during `double-stacking’ and to ensure the Fastlane is kept clear for transiting Cars, an additional line of race tape must be affixed along the length of the Pit Bay. 5.5.2.1 The outside edge of the race tape marking the “double stack” line is required to be 1.5m from the outside edge of the race tape marking the Pit Bay.

BRAKES ­ EVENT RIDES
At this Event and in addition to the Event allocation, one (1) pre-used front brake rotor and pad set is permitted to be used during Event Rides only.

EVENT RIDES ­ CONDITIONS
At this Event, note the following new Rule E6.7.3.7: E6.7.3.7 Parallel park in a Pit Bay at any time.

EVENT RIDES ­ ALLOCATIONS

At this Event, note the following new Rule E6.8.4:

Unless there is an issue with the Car, a Team must give written notice to the

MOM of its intention to withdraw from the Event Ride Session by giving no

less than 48 hours’ notice prior to the Session.

PRACTICE ­ GENERAL PRESCRIPTIONS

At this Event, delete Rule D5.1.5 and replace with the following:

During practice Session 1, Cars in Pit Lane must be in their Pit Bay at an angle

of 45 degrees with the front of the Car pointing towards its Pit Garage. During

practice Session 2 and 3, Cars in Pit Lane are required to parallel park in their

Pit Bay.

At the completion of each practice Session, Cars must park in their Pit Bay in accordance

with Rule D11.4.4.2

5.10 PIT STOP PRACTICE
5.10.1 At this Event, note the following amendment to Rule D11.9.1: new Rule D11.9.2: D11.9.1 Other than during a Session, Saturday and Sunday Pit Stop practice will not be permitted.
5.10.2 At this Event, note the following new Rule D11.9.2: D11.9.2 During a Session where a Car is permitted to conduct Pit Stop practice, the Car is required to park nose in if entering its Pit Garage.

5.11 SPECIFIC PRESCRIPTIONS ­ GRID POSITIONS

5.11.1 At this Event, delete Rule D7.2 and replace with the following:

D7.2.1

Grid Determination 1:

D7.2.1.1 Grid positions will be determined by the final classification of

qualifying from fastest Driver to slowest Driver.

a) At Endurance Events the Grid position of each Car in the

race will be determined by the final classification of

qualifying from fastest Car to slowest Car by one of the

Drivers designated to form the Car’s final Driver pairing.

b) At Endurance Events the Primary Driver must start the

race.

Grid Determination 2:

Grid positions will be determined by the final classification of

qualifying and as follows:

a) The top ten (10) grid positions will be occupied by the

Cars, which Competed in Q3 with the fastest Car in 1st

position.

b) The subsequent top ten (10) grid positions will be

occupied by the Cars eliminated in Q2 as determined by

the lap time achieved by each Car in Q2 from fastest to

slowest.

c) The remaining grid positions will be occupied by the Cars

eliminated in Q1 as determined by the lap time achieved

by each Car from fastest to slowest.

D7.2.3

Grid Determination 3:

D7.2.3.1 Grid positions will be determined as follows:

a) The top ten (10) grid positions for each race will be

determined by the final classification of the TTSO,

with the fastest Car in 1st position.

b) The grid position for each remaining Car will be

determined by the final classification of the qualifying

Session, commencing from 11th position.

D7.2.4

Cars that are disqualified from the qualifying Session will start at the rear of

the grid in order of the final combined classification of practice from fastest

Driver to slowest Driver.

5.11.2 At this Event the grid will be determined in accordance with Rule D7.2.2.

5.12 GENERAL PRESCRIPTIONS ­ CONTROL TYRES 5.12.1 At this Event, note the following amendment to Rule D17.1.15:
D17.1.15 It is not permitted for a Team to seek, order or accept the direct supply of any additional H, SS or S Control Tyres from Dunlop other than the Event and Test allocations prescribed in Rule D17.7 and Rule D17.8.
5.13 GENERAL PRESCRIPTIONS ­ WET WEATHER TYRES 5.13.1 At this Event, delete Rule D17.5.1 in its entirety. 5.13.2 At this Event, note the following amendment to Rule D17.5.2:
D17.5.2 A Car is only permitted to use W Control Tyres in practice, qualifying or a race if that Session has been declared wet by the RD.

5.14 SPECIFIC PRESCRIPTIONS ­ VCS TYRE ALLOCATION, USAGE, ORDER AND PAYMENT
5.14.1 At this Event, note the following amendment to Rule D17.7.6: D17.7.6 Prior to the first Event of the Season, each Team is required to order and receive twelve (12) new H Control Tyres, twenty (20) new S Control Tyres and sixteen (16) new SS Control Tyres for each Car, only for the purpose of Testing at a Test Day and/or as pre-marked Control Tyres at an Event. D17.7.6.1 All orders must be transacted through the Supercars Portal and full payment is required prior to Dunlop Tyres dispatching. D17.7.6.2 In addition to this requirement and prior to the Bathurst 1000, each Team is permitted to order and receive an additional eight (8) new H Control Tyres for each Car, only for the purpose of

Testing at a Test Day and/or as pre-marked Control Tyres at an Event. 5.14.2 At this Event and in accordance with Rule D17.7.9, the Event Marked Control Tyres as listed in Table D17.7.9 must be returned to Dunlop at the conclusion of Event Rides on Friday. These tyres will be marked HAND-BACK. 5.14.2.1 The Pre-Marked and Event Marked Control Tyres as listed in Table D17.7.9 are not permitted to be used in qualifying race 17, race 17, practice 3, qualifying race 18 or race 18.

5.15 PIT STOPS
5.15.1 For races 17 and 18 the following additional CPS requirements must be complied with:
5.15.1.1 Each Car must complete the CPS requirements as per Schedule A2. Format of VCS Events.
5.15.1.2 A Car may only perform a CPS after it commences lap 5 on the Race Track. 5.15.1.3 During the CPS, the Control Tyres removed from the Car cannot be refitted to the
Car during that CPS. 5.15.1.4 The Penalty for failure to complete a CPS will be a Time Penalty added to that
Car’s race time. 5.15.1.5 Should the SC be deployed prior to the leader commencing lap 5 on the Race
Track, and the SC period continues after the commencement of lap 5, the CPS window will not open. Teams will be updated as to when the window will open via RMC and the Instant Messenger.

5.16 SPECIFIC PRESCRIPTIONS ­ 30 MINUTE START PROCEDURE

5.16.1 At this Event, note the following amendment to Rule D8.3.2:

8.3.2 Twenty-five minutes

8.3.2.1

When twenty-five (25) minutes remain before the formation lap, a

warning will be sounded.

8.3.2.2

Pit Exit will open and the Car will leave its Pit Bay for one (1)

reconnaissance lap.

a) Each Car must exit Pit Lane in Pit Garage order unless a Car is

unable to leave its Pit Bay. or is waiting until all the other Cars

have exited. In this case, the approval of the GMM must be

sought and upon their approval the Car controller must notify

the next Car that they are not moving and that the next Car

may proceed.

b) Any such Car will be required to remain in its Pit Bay until the

last Car in Pit Garage order has entered the fast lane and

passed it.

8.3.2.3

At the end of the reconnaissance lap and when approaching the grid,

each Car must keep its engine running until it has stopped at its

allocated grid position.

8.3.2.4

Team members may then approach the Car.

8.3.2.5

If a Car fails to take its allocated grid position at the end of the

reconnaissance lap, it may only start the race from either the rear of

the grid or from the Pit Exit.

8.3.2.6

An audible warning will sound two (2) minutes before the closure of

the Pit Exit.

5.17 PERSONNEL
5.17.1 At this Event, delete Rule D24.3.3.1 in its entirety and replace with the following: D24.3.3 At this Event: D24.3.3.1 Teams are permitted to nominate a maximum of one (1) Work Experience’ person (e.g. Trainee, first year graduate, first year apprentice etc.) to undertake supervised Performance duties. a) EachWork Experience’ person must be listed in the Team Performance Personnel list and are in addition to the maximum allowance of Performance Personnel in accordance with Rule D24.3.1 and D24.3.2. b) Each Work Experience’ person will be permitted to undertake supervised Performance duties for a maximum of one (1) Season or a maximum of twelve (12) consecutive Events, after which time theWork Experience’ person will no longer be considered inexperienced and as such must be included in the Teams Performance Personnel allowance in accordance with Rule D24.3.1 and D24.3.2. D24.3.3.2 During the Season, a local TAFE, School, or Registered Training Organisation may provide student/s to the Supercars Motorsport Department for the purpose of gaining work experience at a Supercars Event. These students will only be permitted to undertake non -Performance duties.
5.18 IN CAR WARNING SYSTEM
5.18.1 At this Event, the In-Car Warning System will be operational. 5.18.1.1 Safety Car, Red Flags and Blue Flags are regulatory.
5.19 JUDICIAL IN CAR CAMERAS
5.19.1 At this Event, note the following amendments to Rule D21.3.1, D21.3.2 and D21.3.5: D21.3.1 VCS Cars entered in an Event must carry a fully operational digital video camera and recording device, SD Card or USB device, video streaming device and any associated camera equipment that may be required to ensure the full functionality (recording capability and streaming capability) of the Judicial InCar Camera system in all Sessions. D21.3.2 VCS Teams are required to use the MoTeC HD2 18220 camera system as supplied by MoTeC, as well as the Teradek Prism Mobile and Teradek Node Modem video streaming device as supplied by Supercars. D21.3.2.1 The camera system must be installed as specified and in accordance with the GSD. D21.3.2.2 The onscreen graphics display for replays (“Control” Scene Config) loaded into the camera system must match the “Control” Scene Config held by Supercars for that Car. a) Teams are not permitted under any circumstances to modify, edit or alter the “Control” Scene Config (including misrepresenting the data channels visible in the video output of the camera) without prior written approval of the GMM.

D21.3.2.3 Prior to the commencement of a Corporate Ride day, Teams are permitted to load their own Team and/or Car specific Scene Config (“Non- Control” Scene Config), fit the optional USB storage connector cable and alter the angle of the driver-facing camera. a) At the conclusion of the Corporate Ride Day the “Control” Scene Config must be restored in accordance with Rule D21.3.2.2.
D21.3.2.4 The Car Number constant and the GPS time offset and the VBox Session number must be set correctly.
Example below:

The Team will be required to ensure that the camera is switched on and functioning in the correct manner prior to the Car entering the Circuit for all Sessions. D21.3.5.1 The Team will be required to ensure that the recorded output is
correct; and D21.3.5.2 The Team will be required to ensure that the video stream output
for judicial purposes is functioning in the correct manner.

5.20 RIGHT OF REVIEW

5.20.1 At this Event and in accordance with Article 14 of the International Sporting Code (ISC),

note the following new Rule B5.1 Right of Review:

B5.1.1

Under the ISC, if a significant and relevant new element is discovered which

was unavailable to the parties seeking the review at the time of the decision

concerned, the stewards who have given a ruling or, failing this, those

designated by the FIA, may decide to re-examine their decision following a

petition for review by:

– either one of the parties concerned and/or a part that is directly affected by

the decision handed down, or

– the FIA.

B5.1.2

The petition for review must be made in writing and must specify the elements

as determined under Article 14.1.1 of the Code. It must be accompanied by a

deposit, the amount of which will be set annually by:

– the Parent ASN of the international series; or

– by the FIA for its Championships, cups, trophies, challenges or series.

In addition, the deposit must be specified in the sporting regulations or

Supplementary Regulations of the Competition. This deposit may only be

returned if the right of review is upheld, unless fairness requires otherwise.

B5.1.3

Motorsport Australia has determined that the amount of the deposit for a Right

of Review at a Supercars Competition be set at $4,000+GST.

5.20.2 In accordance with the above new Rule, current Rules B5.1 to B5.10 are renumbered to

B5.2 to B5.11 respectively.

5.21 TELEVISION PRESENTATION

5.21.1 At this Event, note the following amendments to Rule E8.5.2:

E8.5.2

Any Driver who is required to attend this presentation must be suitably attired

with their driving suit done up to the neck.

E8.5.2.1 Drivers are required to wear caps supplied by the sponsor at the

direction of Supercars during the post race interviews and

official podium presentation at the end of a Race.

E8.5.2.2 Drivers are required to wear caps supplied by the sponsor at the

direction of Supercars during the official Pole Award

presentation at the conclusion of qualifying or the shootout.

5.22 GENERAL PRESCRIPTIONS ­ BRAKE BLANKING

5.22.1 At this Event, note the following amendments to Rule D19.3.1 and note the following new Rule D19.3.2: D19.3.1 Front brake blanking components as listed in the VSD for each make of Car listed in Rule C1.2.1 are only permitted to be used or changed in accordance with the below table:

6.1 6.1.1

ADDITIONAL ACCESSORIES AND DEVICES

At this Event, note the following amendments to Rule C4.4.1:

C4.4.1

Accessories and devices which have no influence on a Car’s behaviour are

permitted subject to the prior approval of the GMM. For example, equipment

which improves the comfort of a Car’s interior (lighting, heating/cooling, etc.).

In no case may these accessories and devices increase the engine power or

influence the steering, artificially vary the temperature of any part of the Car

(with the exception of Driver cooling), transmission, brakes or road holding

either directly or indirectly, unless permitted within the Rules or listed below.

C4.4.1.1 Teams are permitted to heat engine oil, engine water, and

transaxle oil via an external closed loop fluid heater whilst in the

garage. Teams are permitted to use a heating pad fitted to the oil tank as specified in the GSD. Teams are permitted to blank the front facia air intakes for the retention of heat whilst in the garage.

6.2 6.2.1

TOW HOOKS AND VEHICLE RECOVERY

At this Event, note the following amendments to Rule C6.6.1:

C6.6.1

A Car must be fitted:

C6.6.1.1 with two (2) front and two (2) rear external towing straps, which

must be as specified and installed in accordance with the

relevant VSD.

C6.6.1.2 with two (2) front and two (2) rear internal towing straps, which

must be as specified and installed in accordance with the GSD.

C6.6.1.3 If a cable tie is used, it must be visible and a contrasting colour

to the towing strap.

C6.6.1.4 For any Chassis built after 1 July 2024, the tow strap is required

to be a contrasting colour to the bodywork.
